To approach this task, the remainder of this chapter will develop a critical theoretical framework for exploring North American democracy promotion through an historical analysis of the continuities and contradictions of foreign policy in the Americas and the evolution of democracy assistance as a field of practice.

This is not to suggest that there is no critical literature on US and Canadian democracy promotion. As we will see in the following pages, there have been some important contributions, though a comparative regional account is conspicuously lacking. Narratives of regionalism in the Americas also tend to overlook how democracy promotion can be used to reinforce class relations across states in profoundly undemocratic ways.
