Powell said that because race is a "suspect classification" the Court should exercise "strict scrutiny" of any law or policy, such as Davis's program, that classifies according to race. " 10 The university asserted four justifications for the program: to reduce the underrepresentation of minorities in medicine, to increase the number of doctors in minority communities that were underserved, to counter the effects of discrimination in society, and to provide educational benefits for an ethnically diverse student body.
