How may perhaps a second of triumph concerning the Olympic Bid develop into a disaster? those bad occasions keep on with at the carrying on with revelations that the intelligence stories that have been the government's foundation for the invasion of Iraq have been deeply fallacious and the hot admission by means of the Ministry of Defence that it did not foresee the scale and ferocity of the Iraq insurgency. anything is particularly incorrect in how Britain collects and analyses intelligence. In "7-7: What Went Wrong?", Crispin Black exhibits that primary flaws in our present method of calibrating and realizing the terrorist danger -- an unwillingness for example to tackle board the consequences of our overseas coverage on loyalty at domestic and a typically slack method of border protection have produced a poisonous danger to nationwide safeguard. Taken all jointly there's the uncomfortable suspicion that rather than collecting intelligence, their target is to thrill their masters. Everyone else seemed to know that someone was about to have a go—except us. Like the cuckolded husband we had no idea until it actually happened in front of our eyes. Both the French and the Saudis claim to have had assessments suggesting that we were about to be attacked. The French assessment (it is not clear whether it was ever passed to the British on liaison channels) predicted accurately that a plot would emerge from within radicalised elements of the Pakistani community in the UK. The Saudi information suggesting an attack in the UK had, according to its UK Ambassador Prince Turki al Faisal speaking on the Today Programme, been passed on in good time.
It has champions both within official and academic circles, and nearly everything we do or plan for our security takes place within this doctrine. If Londonistan really worked and its maintenance meant that there would never be attacks in the UK, there might be a more powerful case to be made for it. But the idea was always a mirage—predictably some of the extremist propaganda seems to have infected our own population. Harbouring sundry extremists in London was always selfish. ‘I’m all right Jack’ is hardly the way to go about increased European and world co-operation in the war on terror.
Liaison and consultation between the two services may have worked well enough for Irish terrorism twenty years ago, but then the IRA was split along the same lines as the intelligence services—a part that dealt with home (all Ireland) and abroad (usually this meant the UK mainland but latterly Europe as well). Islamist terrorists recognise no such division of responsibility. It is time to consider this reality against the question whether an intelligence system that thought globally would have performed better in run up to 7 July.
